Moderator...! Please Help! Urgent! , we cant send any batch job after installing upgrade to Database

 We have a trouble, after finishing an upgrade installation to database from 11.2.1 to 11.2.3 we can't send any jobs to queue.
We checked and apply all the issues solved that are in KG but nothing worked at all...

Steps:

1. Run any batch application
2. the systems gets the error YOUR REPORT HAS NOT BEEN SUBMITTED SUCCESSFULLY
3. The report doesn't run.
4. Log is:
