PAY: When does an Payroll status get changed to Incomplete and when it will have the status Error

I want to know what is the criteria...an concurrent program will error out completley and when it will stop with the Status Incomplete.

We had this scenario in our retro pay process 41 employee errored out in our previous month run, the complete program ended with the status Error.

But this time it errored for 21 employees but the process was stuck with the status incomplete.

Can you guys suggest under what circumstances the difference of incomplete and Error is decided by the Concurrent program.
