Column Break is Ignored in RTF Template PDF Preview

We are using PeopleSoft PeopleTools 8.53.06 with Campus Solutions 9.0 and BI Publisher 11.1.1.6.

I have created an RTF template in Word 2010. The template has 2 columns and I inserted a column break at the end of the first column. The two columns display as desired in Word, but when I click the PDF or RTF Preview the column break seems to be ignored in the preview.

How can I get the column break to be recognized?
