EBS R12.1.3 : users cannot see concurrent request executed by another user

Hi,
We upgraded from 11i to R12.1.3   AFter the upgrade we cannot see requests scheduled/executed by other users.

Not only can I NOT view report output  run by another user under the same responsibility.. I can’t even see what jobs they have run while signed in under the same responsibility.

This is making trouble shooting even more difficult.  At least in 11i even if you couldn’t view the output – you could at least see what they had run!

Can someone point on how to achieve this
