Prerequisite applying order for the patches 16100060 and 13626800

Hello Oracle support,
Please advise us with two questions about our 12.1.3 implementation:
1) For patch 16100060 we have two prerequisite patches:
     3. Apply the prerequisite patch 16328540:R12.INV.B
     4. Apply the prerequisite patch 16272776:R12.WMS.B

But per oracle Doc ID 1549938.1 we should apply 16328540 for non WMS customer and 16272776 for WMS customer.
So if Customer uses WMS,  should we apply only  16272776 and skip 16328540?

2) For patch 13626800 we have following orders for applying prerequisite patches:
      Customers NOT using OPM Financials.
          Step 1: Apply Patch 13020024:R12.INV.B
          Step 2: Apply Patch 13626800:R12.GMF.B

     Customers using OPM Financials.
          Step 1: Apply Patch 13020024:R12.INV.B
          Step 2: Apply Patch 14834827
