R12.1.3 - Contracts Template Shows Full Timestamp

I'm trying to strip out the timestamp from the Promise Date field in my Purchase Order .rtf template file, but it keeps printing it.  This is what I'm using:

<?format-date:PROMISED_DATE;'YYYY-MM-DD'?> 

Anyone know why its still including the timestamp?  Or what format to use?
