HFM 11.1.2.3.100 PSU Error --- Error during the initialization of the POV bar. Confirm the loading

ERROR: Error during the initialization of the POV bar. Confirm the loading of metadata and availability of sufficient safety right
One user gets the error opening webforms or grids from HFM workspace.
Any suggestions to fix this issue with Grids and Webforms?
I thought maybe I could manage the users POV?  There does not seem to be a way to manage a user's point of view in HFM Version 11.1.2.3?

As an Administrator logging into the users computer I do not get the error on grids or web forms
