How To Format PO XML Date Output?

How can we format the Promised date in our .rtf template?  The date is provided by Oracle in the seeded data definition "Standard Purchase Order Data Source".  And the field from that xml output is:

<PROMISED_DATE>31-JUL-2013 00:00:00</PROMISED_DATE>

We need the date without the timestamp.  We've tried <?format-date:PROMISED_DATE;'YYYY-MM-DD'?> but it still displays the timestamp.  How can this be done?
