Creating SI Groups

I'm currently trying to create an SI Group in order to configure ASR for our databases. However, at present I do not seems to have the ability. When I enter the 'Support Identifier' section I should have and 'Edit' button available so that I can make changes to our SI.

Unfortunately, the only visible button is 'View Users'. I have 'Admin' and 'Administrator' assignments on all necessary properties.

Does anyone know how to configure Oracle Support so that I can move forward with our configuration of ASR?
