R12.1.3 - Why Doesn't The Vendor Contact Phone have an Area Code in XML Output?

We're including the vendor's Contact phone number but the xml output from the seeded data definition "Standard Purchase Order Data Source' does not include the area code.  Why is that?  How can we get that added? 

Right now its:

 <VENDOR_CONTACT_PHONE>748-6146</VENDOR_CONTACT_PHONE>
