TNS-12537: TNS:connection closed

Hello DBA Community,

      Your assistance is needed and greatly appreciated.  I was connecting to a database using TOAD.  I noticed how some connections would not work but this one connection would allow me to connect to the database.  Fast forward, I can connect to other databases using TOAD.  TOAD is not the issue

1) I can ping the desired database server with no problems.

2) When I tnsping the desired database I receive the following error message:

TNS-12537: TNS:connection closed

I can log into the desired database server.  I can log into the database while on the server.  The entries are correct in my tnsnames.ora file.
