R12.1.3 : Cannot find PSU patches for Ebusiness Suite

Hi,
As part of October 2013 PSU and Critical Patch Update, we have the identified database psu patch to be applied. However, we are unable to find the relevant PSU patch for our Web and Application Tier.
 Please can you confirm the location, if any, of these patches. We have found links to patch 17203944 which is the CPU patch for October 2013. Looking at AD_APPLIED_PATCHES, we can see all the PATCH-SET applied to date.
 We are following the Oracle recommended approach of applying PSU's across our environments.

The actual patch application itself is not the issue. The question asked is whether to apply CPU patches to our E-Business Suite or PSU patches. Currently, we have October 2013 PSU patches for database but not the corresponding PSU patches for E-Business Suite.
