Purging RPM_FUTURE_RETAIL table

Hi,
I have a client using Oracle RPM 13.0 for whom i can see record in rpm_future_retail table with records greater than clearance_hist_months and promotion_hist_months. In order to resolve this, we are testing Bug fix 14303109.

However, In spite of the bug fix in place, I can see that some records greater than clearance_hist_months and promotion_hist_months do not get deleted. There are still old records existing when i create a new promotion

What is the criteria for records to get deleted from rpm_future_retail.

Any information would be helpful
