Material Allocations

My work order when released is not creating an allocation for requested Inventory items.  I have the Parameter set for: Enable Material Issue Requests.  Is there a step I have missed?  I see the demand in Inventory for my work order but running the Material Pick list generates nothing and allocation does not show on work order.
Concurrent Managers are also running.
