I got admin roles with open access, why am I getting JDB9900409 - Inclusive Row Level Security Viola

We are on JDE E1 9.1 tr 9.1.2 OVM RHEL Oracle11g

I cleared table cache in the server manager and I'm still not able to see all the business units.  I added a row security range for testing purposes on F0006.MCU but I deleted them after the test but now I'm getting blocked on all app and tables.

Here's the jde.log when displaying one of the table via UTB:
