How to restore Application user access in non-production instance after it is refreshed?

Access and Identity Management (AIM) team at our company gives needed access to all users (developers, consultants, business users) in non-productionEBS instance for the project, tasks they are working on. Later, lets say in 15 days, non-production instance is refreshed and we need to restore the previous access for all users.

Currently, we are performing manual steps where we extract the access information of all the users from non producton instance before refresh. Compare that information with the access information of those users in production instance (in case anything has changed). Then after refresh AIM team manually updates the users' access in non-production instance.
