Explanation - Difference between ECO Implemented and Effectivity Date

 Hello group,
user is asking the difference or a good definition of Effectivity Date VS the Implementation Date?

If you look at the attached 2 screen shots, you can see that this ECO is Implemented. However, the effectivity_date is only 25-Oct-2013.

Could you tell me what is happening is this scenario?

What would be the difference if the effectivity_date was 23-Oct-2013, but the ECO was not implemented?
