Tax account derivation.

Hi,
Need to understand "WHEN" exactly, TAX ACCOUNT is derived on AP invoice.
Need confirmation on standard fucntionality.

Is it only when a distribution set is eneterd on LINE, or when Invoice line is matched to PO?

If TCC is enetered without above details on AP invoice and saved, does it not derive TAX account in AP ?--This is what is currently happening for me.
