PO import using open interface R12

Hi,

We need to load PO's from legacy to Oracle using the open interface. However, the requirement is that PO lines that are closed in legacy should be imported to Oracle has closed (biiled qty and received qty should be full) while the open lines should be available to be billed and receipts. Is this possible? If so can anyone provide a document or sample to get this done?
