Patch 16234039:R12.AP.B , not upgraded file version as expected

Hi,

Customer applied the patch 16234039:R12.AP.B but the file version of PsrAMImpl.java  is not upgraded.
Currently it is showing 120.21.12010000.4 and supposed to upgrade to 120.21.12010000.16
