Need additional Line Purchase order for Additional Tax

 Here in Pakistan new sales tax of 2% has been introduced on purchase of certain items. In other words additional 2% sales tax other then 17% is to paid on purchase of certain items but this additional 2% tax is not claimable and it will be treated as part of cost. for 17% we were using the tax code V. Now is there any way to handle that additional 2% sales tax and the client also wants this tax as separate line on the PO. 
Now if I use Landed cost to handle this additional 2% tax then i will not have additional line on the PO
