When editing as a Developer then selecting "Run" the edit bar at the bottom e.g. "edit page 6" is no

 When editing an application as a Developer then selecting "Run" while editing, the edit bar at that usually appears at bottom of the run time e.g. "edit page 6" etc. is not appearing.  On my systems this is usually a black bar at the bottom of run time with several menu items across the bottom (most importantly to me the menu item - edit page #.  As a result, after viewing the page in "Run" time, I cannot easily go back to the page that I was working on.  The entire bar is just not there.

So if while working on an Apex app as a developer, if I do a "run" while editing page 6, at the bottom of the run time page - after logging in to run-time... a black bar usually appears at the bottom.  On one of my instances, this bar is not appearing for any of the apps I edit as a developer.  All other Apex instances, this bar appears.  It seems to an issue only with one Apex instance in one database.
