DB link wait when remote database is not available

 Hi,
  I would like to ask you for help with my problem. I have local database with schema, in this schema is database link to a remote database. Everythink is OK, but not in situation when there is some network problem and remote database is unavailable. In this situation the local database is waiting cca 15 minutes and then the transaction fails. It is too much long time.

I need to stop transaction after 30 seconds after the remote database starting to be unavailable. 

Does anybody know how to solve it, please?
