Firm Flag - Purchase requisitions - Reschedule Out Recommendations

Hi All,
Purchase Requisitions are firmed automatically in PWB. What is the root cause of this?
I also observed that ASCP is recommending a reschedule on these. Why, when firmed?

In Plan Options, I have unchecked planning time fence control.

Any pointers on this issue.
