Images are not displaying when trying to edit image attributes in shared components

Hi All,
Recently we have an issue when trying to Edit Image Attributes from Application Builder > Application > Shared Components > Edit Image Attributes.
None of the custom uploaded images are displaying now, it was working before.
APEX has not been upgraded or patched recently, current version is Application Express 4.0.2.00.07
RDBMS 11107-64Bit

I can see images list, also can find reference in table FLOWS_FILES.WWV_FLOW_FILE_OBJECTS$
Any suggestion?
