sync content between the nodes of Delivery

We have 3 instances of OWS delivery running on weblogic . we plan to run only 2 nodes and run the third only when required . But when we publish content it gets reflected only on running nodes and not on stopped node, we have to publish all to sync the content on the third node when ever we up it. is there a simple way we can keep all the 3 nodes in sync even if any single node is not running
