11GR2 : Standalone ASM PSU patching

All,
This is production. 

I am trying to apply PSU patch to Standalone ASM oracle home.   It is failing with following error

Copy failed from '/u01/patches/16619898/files/lib/libdbcfg11.so' to '/u01/app/oracle/product/11.2.0/asm/lib/libdbcfg11.so'...
Please verify all applications associated with the Oracle Home '/u01/app/oracle/product/11.2.0/asm' are shut down. If this is AIX, please perform solution documented in Note 739963.1 on https://myoraclesupport.oracle.com.
