Overbudget attribute in Approval Notification

Hi,
We have developed AME i Iprocurement.

When we create an overbudgeted requisition, the approver gets a normal Approval Notification.

Is there any way, without Workflow customization, that the Approval/Chain of Approvers,  get the Over Budget attribute in the Requisition information. 

For eg.

If the Requisition is passed through 4 approverss, and only the last person has the Over Budget Overrider rights, he will get the reserve failure notification after clicking the Approve button.

Can this be simplified.

Please let me know..

Oracle version: R12.1.0.3
