Restriction for buyer & Planner

Hi,

I would like to add some restriction for buyer & planner.

ITEM - 1

============

Buyer - EMPBUYER1

Planner - EMPLANNER1

ITEM - 2

=========

Buyer - EMPBUYER2

Planner - EMPLANNER2

 I have assigned one buyer & planner for ITEM - 1 and also assigned one more employee for ITEM-2.

Now system should not allow to create PO with ITEM-1 for EMPBUYER2 because buyer different at item level.  How to implement this kind of functionality
