Invoiced SO line is not shipped yet

Hi Experts
The BPA created in OU A has been ship confirmed in OU B, and invoiced,but it's inventory_interface_flag is 'N', in shipping transaction form, we can see that its line next step is 'Run interface', the items was still resides in staging subinventory.
Deter interface is unchecked.But for this case, we have to run ITS manually.If ship confirm the order in OU A， no such issue.
