Issue: Initial Meter Reading wasn't taken into account when Forecast Work Orders was launched.

Research: According to DOC ID 1065922.1: (Meter Based Functionality in Preventive Maintenance): "Instead the PM engine will use the initial meter reading as the anchor for its calculation (to suggest WO's into the future). For this you need to select a base meter and enter base meter reading"

Result: I have found that the Meter Rules Usage Rate (50km) x 20 days will generate the PM Work Order even though the last service reading is 745km. I am "expecting" that after 6 days the PM1000 should launch a PM Work Order (1000-745 = 255 or 6 days)
