Secondary Ledger

Hi,
We create secondary ledger in our organization.I am aware that any of the C is diff from primary ledger.But what is the use of secondary ledger.

Can we create secondary ledger same as like primary ledger without any diff in 4 Cs.If we can create,why should we create secondary ledger if there are no diffenreces.

I am expecting anybody can explain in detail.
