How To Build Third Party Control Balances

 We need to run the Global Third Party Detail and Balances Report for government reporting.  Accounts were not flagged as control accounts for three months after deployment.  How can we create the data to run these reports?  Can we build the XAL_control_balances table?  Is there another way to run comparable reports?
