provide security around Journal authorization limits ?

Hello All ,
As per BR , 

Is there a way  ,we can provide security around Journal authorization limits ?  i.e when we have different users from two business units (bsv) , is there a way we can  provide security for supervisor limits ? so that  one business cant see the supervisor limits for other business ?

Any inputs appreciated
