Document Catalog Revision Control

I am working with my team to create a engineering document repository, with revision controlled files. To do this, I am trying to link a catalog document as an attachment to the item within the Item Master.  The problem I am facing is it does not appear you can upload a new file to an existing catalog document under a new revision. 

What I want to avoid is having to update each item within an item master anytime a referenced spec is revised.  I would rather update the spec at a central location and have that waterfall to the associated item.
