Requisition approval emails not being sent to approvers

When sending requisitions for approval, emails do not get sent out to the approvers.  Approval notifications are only sent to the worklist of the approver.  AME is not being used for requisitions.  Emails do however get sent out for Payables invoice approvals, that is using AME.  Any idea how we can get the emails to be sent to approvers for requisitions?  I have created AME rules for requisitions, and still no emails were sent out.
