Import database to New Environment with Upgraded OS and DB

Hello DBA Community,

      Your assistance is needed and greatly appreciated.  Here is the situation:  A new physical environment with the Windows 2008 OS and Oracle 11.2.0.3 is to be set up.  I have an oracle database 11.2.0.1 on a Windows 2003 server.  This database needs to be imported to the Windows 2008 new environment.  Of course everyone wants it done yesterday.

I am assuming the following steps need to be done and want to prepare by reading any necessary documentation that will assist me.  Please help guide me in the right direction.

1) Install Oracle 11.2.0.1 on Windows 2008 Server

2) Patch/Upgrade 11.2.0.1. to 11.2.0.3 on Windows 2008 Server

3) I don't think I should create a database.  I should just install software to create an instance and patch/upgrade to 11.2.0.3.  However, because of certain checks that have to be done on the database, I have to create a database.
