Navigating to the Notification Methods page

 I am using OEM 12c 12.1.0.1.0, and am trying to setup notifications.   Looking through the help files it states to use the Notification Methods page, however I am unable to find this page in OEM and it does not tell you how to navigate to this page to setup our outgoing email account.   Can someone tell me how you navigate to this page?   Below is additional information on what I am referring too.
Logged into Oracle Enterprise Manager, if you select on your Enterprise drop down and click on Monitoring/Incident Manager the Incident Manager window opens up.   Down at the bottom under Getting Started it has three columns to select popup links from, Key Concepts, Setting up Notifications and Common Tasks and How To.   If you click on Notifications under key Concepts the About Notifications help window opens up.  At the bottom of this window is Related Topics and under that is a link Managing Notification Methods, click on this link.  In the Managing Notification Methods  window it states:
