When should Sales Order Header Status become Closed in R12.1.3?

Hi All,
We are using Oracle EBS R12.1.3 and all seeded workflows.

If all lines of the sales order are closed then when should sales order header status become 'Closed'?

(1) At the last day of calendar month ?  or
(2) when all lines are closed and workflow back ground process is completed?

Please confirm. Thanks for your help in advance.
