I need to publish Oracle SSHR services on mobile application

 I need to publish Oracle SSHR services on mobile application, so i need to develop web services to integrate with SSHR leave request for example, is there any standard API to insert records into HR_API_TRANSACTIONS and tables related to it (STEPS, VALUES)?
