Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Install EBS language Patch too slow

Hi,

I`m installing the EBS 12.1.3 Chinese Patch, but the speed is too slow.
Searched the Internet and found someone said to install a Patch to impress the performance.
The Patch name is p8576725_12.1.0_R12_GENERIC.zip
The download URL is : https://support.oracle.com/epmos/faces/PatchDetail?_afrLoop=1965722028697&patchId=8576725%3A12.1.0&languageId=en&_afrWindowMode=0&_adf.ctrl-state=ur31joutz_85

But it`s too late to install this patch now, because I have upgrade my EBS from 12.1.1 to 12.1.3
So, could you tell me whether it will affect my Environment if I install the patch now.
Whether the patch has the version for 12.1.3
