Create Customer - Need to Disable the create customer button in Sales User responsibility in R12.1.3

Hello All,
Is there any way to restrict the users to create customers in Oracle Sales User responsibility.

Sales Dashboard> Customers > Create Customer (Button)--- need to disable the button, help me if there is any standard OOB functionality available to restrict users to create customers.
