R12.0.6 : Questions about Patch# 8946108

hi team,
i have to apply Patch# 8946108 and it's relevant Arabic NLS patch on an EBS 12.0.6 installation.
the read me for both the Base patch and NLS asks me to apply the patch with services down in preinstall=y mode

i already reviewed "Oracle E-Business Suite Patching Procedures" again but the language used there isnt really matching up with the read me of patch 8946108
which says-

Adpatch Pre-install

Apply this patch in pre-install mode on the R12 APPL_TOP.

  Usage:

    adpatch preinstall=y

Apply The Patch

Apply patch

This patch contains the following unified driver file to be applied with
