Error adding balancing segment value to existing Legal Entity

Hello -

We are attempting to add a new balancing segment value to an Existing Legal Entity and are getting an error when trying to "Complete" the  Accounting Setup.  Error message: 

java.sql.SQLException: ORA-20001: Organization unit type is invalid. ORA-06512: at "APPS.HR_ORGANIZATION_API", line 4910 ORA-06512: at "APPS.GL_LEDGERS_PKG", line 111 ORA-06512: at line 1
I've already reviewed Note: 560007.1 and find it's explanation and solution to not be very clear.   It instructs to change the start_date_active for the organization lookup to match that organization's date_from value.  I've attempted to do this for the operating unit that is associated with the existing Legal Entity but this has not resolved our issue.  I'm not even certain this is the organization I should be looking at.  Can anyone help?
