Compensation Workbench - Formatting in employee statements

I am trying to fix currency formatting in compensation workbench employee statements.

I found a detailed answer in Doc ID 443800.1 - "Currency Precision not Consistent Under Employee Statements in Compensation Workbench".

However I do not understand the steps, because I am unable to locate the required navigation.

It says to "open the rtf template" and "enable the forms toolbar". What application is this in? What responsibility?

We normally upload rtf template documents from Super HRMS manager responsibility >> transaction maintenance >> document management. This opens in a web browser and not an Oracle java forms window, so there is no forms toolbar and no way to "open the rtf template". We edit rtf templates in Microsoft Word.
