R12.1.3 : Supplier Entry page throws "Insufficient Privileges error"

Hi,
We recently upgraded to R12.1.3.    One of the user is getting the following error when trying to access

You have insufficient privileges for the current operation. Please contact your System Administrator

Navigation

Vendor Maintainance ---->  Supplier entry.


This is working for all other users.

Please suggest.
