Refresh Collection Snapshots errors out for "Collections Views" with following - 'Error in creating

We having multi node ERP fresh setup done.Node 1- ERP Instance (12.1.3 EBS)
Node 2 - ASCP ERP Instance (12.1.3 )
VCP Patch applied is - 12.1.3.8

This is first time we running "Refresh Collection Snapshots" after all the setup and db links done.

While it being running mutliple works get spawned.
The Concurrent Request " Collections Views " - ERRORS out with following message.

MSCVIEWS module: Collections Views
