P42101 - Transaction Error: Trancsaction cannot be committed. It was canceled.

Anyone know what is causing this error?I thought I solved this with security on P42101, but that doesn't seem to be the solution.  It seems that everytime I fix a user's issue, another user pops up with the same one.

The user will attempt to add a new order at Sales Order Entry (P42101).  When the process is completed and they go to view that order, this error pops up.  This then means that the order was not created.
