Issue with siebel 8.1 SDWC in windows 7 64 bits OS

I need to install Siebel Developer Web Client (SDWC) V8.1.1.11 in a windows 7 64 bits (it's corporate policy, no other OS accepted) and so far, it's been very difficult.

So far I installed 8.1.1.0, then I applied 8.1.1.11. That went fine. but I can't open the sample DB. I think I applied all the trickery:

use the /b switch to use IE 32 bits

I installed everything as Administrator in XP SP3 comp mode. 

set EnableFQDN to False in the cfg

added localhost and machine name in the trusted site in IE8

Change permissions on Siebel installation folders

etc.

But when I open the sample DB (high interactivity) , IE8 32bits opens up, but after a few seconds, It says it cannot open the page.
