billing event - question on top/task or lowest/task level for event creation

Hello,
in Find Project Events screen, it's only possible to select project and top task. Same thing for event creation.

Is there any profile option or patch which would allow us to create an event at the lowest task level? Could Oracle Projects manage this
without side effect ?
